Perhaps is Greater Bladderwort, Utricularia vulgaris. Snapdragon like flowers. ( 2 lips and a spur)

Aquatic species. Naked flowering stalk. Leaves and roots submerged in water with bladders.

Flower less than one inch. Protrudes 6-10 in. above water.
